新质生产力视角下大科学工程推动现代化产业体系建设研究——以空间环境地面模拟装置为例

    工程社会学长期聚焦大科学工程对科技和产业创新的推动研究,但从新质生产力的视角出发,分析其对现代化产业体系建设影响的文献还较少,有必要进一步丰富完善。本文采用案例研究法,以空间环境地面模拟装置为例,挖掘大科学工程蕴含的新质生产力元素,并探寻其在现代化产业体系建设中的作用。研究表明,空间环境地面模拟装置蕴含着新质生产力的元素,包括其独特的战略定位、先进的科研领域和强大的产业升级能力;通过促进多个创新主体“质”和“量”的提升,促进技术、创新、应用和工程的耦合,空间环境地面模拟装置得以发挥出新质生产力的作用。本文还揭示了空间环境地面模拟装置推动我国现代化产业体系建设的实践路径,包括航天育种地面化、减少商业航天产业发展成本、推进传统制造业升级、促进高科技与旅游业的深度融合、实现高质量人才队伍的引驻和培育等。这些发现有助于深刻理解大科学工程在中国式现代化背景下的时代内涵,进一步明确大科学工程在开启全面建设社会主义现代化国家新征程中的地位和作用。

  • Abstract

    Over a long period of time, how to promote technical and industrial innovation is a key issue to the scholars on Big Science Projects, but fewer of them studying those effects from a perspective of new quality productive forces. This paper takes the Space Environment Simulation and Research Infrastructure (SESRI) as an example, analyses the elements of new quality productive forces that SESRI contains, and explores the roles that SESRI plays in the development of modern industrial system in China. The results show that, the SESRI contains elements of new quality productive forces on three dimensions. Firstly, it plays a unique strategic role in Chinese space science. As the onlyspace stationbuilding on the earth's surface, it becomes one of the pillars in Chinese space science study system. Secondly, it integrates the innovation and application of the space science and other related fields by simulating multiple environmental factors in space. Thirdly, it shows strong capabilities of updating not only on the emerging industries such as high-end equipment manufacturing, information technology, national security, and aerospace, but also on the traditional manufacturing and technology fields, and even on the breeding of agriculture in China. The elements of new quality productive forces that SESRI contains work on two mechanisms. For one thing, it increases the quality and quantity of the innovation entities including the talent teams, the universities, the institutes, and companies. For another, it promotes the combination of multiple innovative resources, included the innovations and applications in technologies, and those between technology and engineering.This paper also reveals the SESRI's promoting approaches on the modern industry system. Firstly, the experimental equipment and technologies related to irradiation in SESRI enhance the development of agriculture by taking the space breeding experiments on the earth's surface. It not only improves the effect and quality of breeding on staple crops, vegetables and fruits, but also reduces the experiment cost. Secondly, it assists in the development of future space industry. As a large and complex scientific research and experimental platform, the SESRI can provide more comprehensive and convenient test services and analysis. These advantages reduce the testing costs, improve the testing efficiency, and calibrate those specific parameter ranges of aircraft, and finally reduce the developed cost of commercial spaceflight. Thirdly, the technologies in SESRI are helpful to upgrade the traditional manufacturing. On one hand, the enterprises cooperating with the SESRI have a lot of opportunities to participate in researches and applications on high-end technologies, and these experiences help them to enhancing competitiveness. On the other hand, many equipments that the SESRI needs can not obtain from the market because of national security. These demands cause a chain updating on those enterprises in different positions of industry chains, even the integrating in different industries. Fourth, the SESRI promotes the development of high-tech tourism by building multifunctional bases those contain science exhibition, and experiential tourism. Fifth, the SESRI is also with the function as a "talent magnet" to attract and cultivate high-quality scientists and technicians. These findings above contribute to a profound understanding the big science project in the background of Chinese path to modernization, and clarify the position and functions of the big science project on a new journey to build China into a modern socialist country in all respects.
