摘要
随着全球能源转型和可持续发展理念的深入推进,煤炭资源型城市正处于高质量发展转型的关键阶段,新质生产力在实践中逐渐凸显对高质量发展的情境驱动和支持。因此,基于2010—2022年山西省11个市的数据,运用加速遗传算法的投影寻踪模型测算新质生产力发展水平,采用熵权TOPSIS法测算经济高质量发展水平,探究二者的时空演变特征,在3种不同空间权重矩阵下分析新质生产力对经济高质量发展的空间溢出效应以及产业竞争力和要素配置效率的中介效应。结果表明:新质生产力水平整体保持上升趋势且呈现多极分化格局,与太原相邻的晋中、吕梁等地新质生产力均相对较高,城市间发展差异不断缩小,空间集聚水平先上升后下降,重心点位于太原和晋中,且呈现向西南方向转移趋势;经济高质量发展水平整体呈“东北—西南”空间分布格局,集聚水平有所上升,重心点在晋中市内转移,整体呈现向西北方向转移的趋势;新质生产力对经济高质量发展存在显著的促进作用;产业竞争力和要素配置效率在新质生产力影响经济高质量发展中发挥部分中介效应。

Abstract
With the global energy transition and the deepening promotion of the concept of sustainable development,coal resource-based cities are at a critical stage of transitioning towards high-quality development. The emerging productive forces have gradually demonstrated their contextual drive and support for high-quality development in practice. Therefore,based on data from 11 cities in Shanxi Province spanning from 2010 to 2022,this study utilizes a projection pursuit model with an accelerated genetic algorithm to measure the development level of emerging productive forces and adopts the entropy weight TOPSIS method to assess the level of economic high-quality development. It explores the spatiotemporal evolution characteristics of both and analyzes the spatial spillover effect of emerging productive forces on economic high-quality development,as well as the mediating effects of industrial competitiveness and factor allocation efficiency,under three different spatial weight matrices. The results indicate that the overall level of emerging productive forces maintains an upward trend and exhibits a multipolar differentiation pattern. Regions such as Jinzhong and Luliang,adjacent to Taiyuan,have relatively high levels of emerging productive forces. The development disparity among cities is continuously narrowing. The spatial agglomeration level first rises and then declines,with the gravity center located in Taiyuan and Jinzhong,showing a trend of shifting southwestward. The level of economic high-quality development presents an overall“northeast-southwest” spatial distribution pattern,with an increased level of agglomeration.The gravity center shifts within Jinzhong,demonstrating an overall trend of shifting northwestward. Emerging productive forces significantly promote economic high-quality development. Industrial competitiveness and factor allocation efficiency partially mediate the influence of emerging productive forces on economic high-quality development.
