构建能源-电力-碳互动关联的统一大市场是推动碳达峰、碳中和进程的必然要求,探讨欧盟能源危机背景下市场机制发挥的作用及影响对我国具有重要参考价值。在厘清欧盟碳交易市场机制设计及其跨市场联动关系的基础上,量化分析了近年来我国与欧盟能源价格波动性与宏观经济波动性状况,通过对比,深入把握欧盟出现能源危机及衍生社会经济风险的原因。总结相关经验教训,为我国多向互动的能源领域统一大市场建设提出政策建议。

Building a large unified market of energy-power-carbon interaction is an inevitable requirement for promoting carbon peaking and carbon neutrality. It has great signifcance for our country to discuss the role and influence of market mechanism under the background of EU energy crisis. Therefore, on the basis of clarifying the mechanism design of the EU carbon trading market and its cross-market linkage relationship, this paper quantitatively analyzes the energy price volatility and macroeconomic volatility of China and the EU in recent years, and in - depth understands the reasons for the energy crisis and derived social and economic risks in the EU through comparison. The paper summarizes relevant experiences and lessons, and puts forward policy suggestions for the construction of a unified large market in the field of energy in China.
