国有资产监督管理委员会相继提出了“三个领先”“三个领军”“三个典范”的基本要求,国家能源集团也提出了“一个目标”“三型五化”“七个一流”的发展战略,均对露天煤矿企业发展提出了更高标准。基于国内外学者对于露天煤矿企业和绩效评价的相关研究。从对标世界一流的角度出发,构建基于层次分析-熵值法的面向世界一流的露天煤矿绩效评价指标体系,利用模糊综合评价方法构建模型。最后,以ZN集团旗下的HDG露天煤矿进行案例研究,找到不足并提出建议。

The State-owned Assets Supervision and Administration Commission has successively put forward the basic requirements of“three leading”, “three leaders” and “three models”, and the National Energy Group has also put forward the development strategies of“one goal”,“ three types and five modernizations” and “ seven first - class”, all of which put forward higher standards for thedevelopment of open-pit coal mining enterprises. This paper is based on the relevant research of domestic and foreign scholars on theperformance evaluation of open-pit coal mining enterprises and enterprises. From the perspective of benchmarking world-class, a world-class open-pit coal mine performance evaluation index system based on analytic hierarchy-entropy method is constructed, and the fuzzycomprehensive evaluation method is used to construct a model. Finally, case studies were conducted on the HDG open-pit coal mine ownedby ZN Group, where deficiencies were identified and recommendations were made.
