摘要
城市群网络作为中国经济发展的主力军是能源消费和碳排放集中的空间单元,嵌入期中具有高碳发展水平的资源型城市更是我国实现“双碳”目标的主阵地。引入知识吸收能力为中介变量,构建了城市群网络结构洞、点入度和点出度等结构属性影响资源型城市创新能力的理论模型。以资源型城市较为集聚的哈长城市群为例,进行了实证研究,构建回归方程模型进行实证检验。研究结果表明,越靠近网络中心位置的焦点资源型城市,其知识获取和控制能力越强,整体创新水平也就越高;占据结构洞位置数量越多的资源型城市,获得的流动创新信息越多,其创新能力越强;焦点资源型城市有效利用和转化的知识吸收能力正向影响其创新能力的提升。资源型城市应基于城市群网络进行群碳达峰的顶层设计,科学谋划创新能力的提升,与城市群网络中结构洞位置和中心性位置的节点城市建立多元联结关系,促进区域“双碳”目标的尽早实现。

Abstract
The urban agglomeration network, as the main force of China’ s economic development, is a spatial unit with concentratedenergy consumption and carbon emissions. Resource oriented cities with high carbon development levels during the embedding period arealso the main battlefield for China to achieve the “dual carbon” goal. A theoretical model was constructed to investigate the impact ofstructural attributes such as network structure holes, point in degree, and point out degree on the innovation capacity of resource-basedcities by introducing knowledge absorption capacity as a mediating variable. An empirical study was conducted on the Harbin Changshaurban agglomeration, where resource - based cities are relatively concentrated, and a regression equation model was constructed forempirical testing. The research results indicate that the closer the focal resource-based city is to the center of the network, the stronger itsknowledge acquisition and control ability, and the higher its overall innovation level; the more resource-based cities occupy the positions ofstructural holes, the more mobile innovation information they obtain, and the stronger their innovation capabilities; the effective utilizationand transformation of knowledge absorption capacity in resource-based cities have a positive impact on the improvement of their innovationability. Resource oriented cities should be based on the top - level design of urban agglomeration networks to achieve peak carbonemissions, scientifically plan and enhance innovation capabilities, establish diverse connections with node cities in the structural holes andcentral positions of urban agglomeration networks, and promote the early realization of regional “dual carbon” goals.
