    碳捕集利用与封存(CCUS)技术是化石能源低碳零碳甚至负碳利用、工业深度脱碳的主要技术手段,对我国能源安全和工业体系绿色低碳转型发展意义重大。国家出台《国家标准化发展纲要》《建立健全碳达峰碳中和标准计量体系实施方案》,要求研究制定CCUS标准,加快构建推动高质量发展的标准体系,以助力CCUS等关键技术标准与科技研发、示范推广协同推进。围绕CCUS科技创新与产业发展目前面临的新机遇和挑战,系统梳理国内外CCUS标准现状,完善标准体系以支撑CCUS科技创新和产业发展迫在眉睫。然而,CCUS标准体系的缺失导致CCUS项目边界不清、产业发展不规范,科技创新链条受阻,配套政策缺乏规范指引。综合考虑CCUS行业特性、技术门类及功能序列,初步构建了CCUS标准体系框架。针对当下CCUS发展亟需解决的问题,提出面临的主要挑战和应对措施,并围绕亟需建设的4个重点方面展开讨论。结合已有科研基础,提出将标准体系布局、CCUS技术标准、CCUS量化标准和CCUS管理标准等作为重点方向,推动我国CCUS标准化工作。
  • Abstract
    Carbon Capture Utilization and Storage (CCUS) technology is a support technology for low carbon zero carbon or evennegative carbon utilization of fossil energy and deep decarbonization of industry,which is of great significance to China's energy securityand green low-carbon transformation development of industrial system. The state has issued policies such as the Outline of NationalStandardization Development and the Implementation Plan for Establishing and Improving a Standard Measurement System for CarbonPeaking Carbon Neutrality,requiring the study and formulation of carbon capture,utilization and storage standards,accelerating theconstruction of a standard system to promote high-quality development,and helping CCUS and other key technical standards to advancein coordination with scientific and technological research and development,demonstration and promotion. Focusing on the newopportunities and challenges facing CCUS technological innovation and industrial development,this paper systematically reviews thecurrent status of CCUS standards at home and abroad. The current standards are urgent to support CCUS technological innovation andindustrial development,but the lack of CCUS standard system makes the boundaries of CCUS projects unclear,the industrial developmentis not standardized,and the CCUS scientific and technological innovation chain is blocked. The supporting policies of CCUS lacknormative guidance. Based on the comprehensive consideration of CCUS industry characteristics,CCUS technical categories and functionsequence,the framework of CCUS technical standard system is initially constructed. In view of the current problems that need to be solvedin the development of CCUS,the main challenges and countermeasures are put forward and the four key aspects that need to be constructed are discussed. Based on the existing scientific research foundation,it is proposed that the standard system layout,CCUStechnical standard,CCUS quantitative standard and CCUS management standard will be the key construction direction,in order toprovide reference for China's CCUS standardization.
