摘要
对2006—2012年我国较大以上突出事故依据煤矿企业所有制、省市、矿井瓦斯等级和防突措施对突出事故的现状和特点进行了总结,发现乡镇煤矿发生突出事故最多,国有重点煤矿仍有发生重大以上突出事故的风险,贵州、湖南、云南、四川和重庆等南方省市是突出事故的重灾区。为此从提高突出防治标准、落实区域性综合防突措施和管理保障的"四位一体",突出防治培训等方面提出了针对性的防范对策,并针对区域瓦斯综合治理现状,提出了确保防突措施设计有效、执行到位、钻孔有效和封孔严密的技术措施。

Abstract
The summarization was conducted on the status and features of the outburst accidents on the large outburst accidents occurred from 2006 to 2012 in Ch
ina based on the ownership, provinces and cites as well as mine gas grades of the coal mine enterprises as well as the outburst prevention measures. The summarizati
on showed that the outburst accidents were maximally occurred in the vllage and town ownership mines, the state owned key mines would also have the risk of the maj
or outburst accident occurred and Guizhou, Hunan, Yunnan, Sichuan, Chongqing and the south provinces and cities would be the serious disaster regions of the outbur
st accident occurred. Therefore, related prevention countermeasures were provided from the aspects of the improved outburst prevention and control standards, implem
ented regional comprehensive outburst prevention measures, " four-in-one" management and protection, outburst prevention training and others. According to the statu
s of the regional gas comprehensive control, technical measures were provided to ensure the outburst measure design in effect and implementation in position, borehol
e in effect and borehole sealing seriously.
