碳中和语境下绿色矿山建设的逻辑、要义与方略

  • 摘要

    绿色矿山建设是转变矿业经济发展方式、促进矿业高质量发展的必由之路,也是助力“双碳”目标的关键着力点与内在要求。然而,目前对碳中和愿景下绿色矿山到底如何建设的研究尚显不足。为此,从绿色矿山建设的政策演变出发,探索碳中和语境下绿色矿山建设的底层逻辑,分析其核心要义,指明其具体行动方略。研究表明:经过十多年时间的实践探索,我国绿色矿山历经了理念形成、实践探索和巩固提升3个阶段,取得了长足的进步,逐步走向规模化、常态化、精细化与标准化。但随着全球气候变化日益加剧,矿山生产安全、健康安全与生态安全面临着更大的冲击,绿色矿山建设作为实现转型发展的重要抓手,亟待实现可持续化、低碳化、智能化。为此,未来面向碳中和语境下,绿色矿山建设应当坚守无害化、无废化和数字化的底层逻辑,从采矿业的生产要素、结构流程和技术设备出发,探索环节控碳、能源降碳和技术增汇的建设体系,聚焦全生命周期的绿色设计、泛能源边界的产业模式和济人类福祉的技术创新。从硬件配套建设物质绿色矿山、夯实工程实践环境,科学研究建设理论绿色矿山,提升应急管理能力和政策完善建设文化绿色矿山,强化数字治理模式等方面探索多主体、多要素系统化发展,加快矿业新质生产力形成,助力碳中和愿景目标实现。

  • Abstract

    The construction of green mines is an inevitable requirement for changing the mode of developmentof the mining economy and promoting the high⁃quality development of the mining industry,which is also the crucialfo⁃cus and inherent requirement for helping the goal of “dual carbon”.However,there is a lack of in⁃depth analysis of thelogic,core principles,and action plans of green mining construction under the context of carbon neutrality.Therefore,starting from the policy evolution process of green mine construction, this article explores the underlying logicof green mine construction in the context of carbon neutrality,analyzes its essence,and points out its specific actionplans.Research has shown that after nearly two decades of practical exploration,China’s green mine construction hasbeen through the concept formation,practical exploration consolidation,and enhancement of the three phases and a⁃chieved specific results,gradually moving towards scale,normalization,refinement and standardization.As global cli⁃mate change intensifies,mining production and processing construction,life safety,and ecological environment protec⁃tion face significant impacts.Green mining construction,as an important lever to achieve transformation and develop⁃ment of mines,urgently needs to achieve sustainability,low⁃carbon,and intelligence.Therefore,green mine constructionin the context of carbon neutrality has always adhered to the underlying logic of harmlessness,non⁃waste,and digitali⁃zation. At the same time, starting from the production factors, structural processes, and technological equipmentof the mining industry,we should explore a construction system for carbon control,energy carbon reduction,and tech⁃nological sink enhancement.We should focus on green design throughout the entire life cycle,industry models withpan⁃energy boundaries,and technological innovation for promoting human welfare.We should continuously build mate⁃rial green mines from hardware support,strengthen the engineering practice environment,conduct scientific researchand construction of theoretical green mines,enhance emergency management capabilities and policy improvement,andbuild cultural green mines. We should strengthen digital governance models to promote the systematic developmentof multiple subjects and factors,accelerate the formation of new productive forces in mining,and help achieve the goatsof carbon neutrality vision.
