摘要
以绿色发展理念为基础,使用DEA-SBM模型测量我国30个煤炭资源型城市的绿色发展效率,并基于TOE框架,从多时段QCA组态视角探究绿色发展效率的提升路径。研究发现:单个因素并不构成绿色发展效率提升的必要条件,在时段1和时段2分别存在3条绿色发展效率的提升路径,且技术维度和组织维度中的政府调控随时间变化对绿色发展效率的提升越来越重要,环境维度特别是产业转型始终起到关键作用。在时段2,仅通过单一维度不足以提升绿色发展效率,产业转型发挥了普适性作用。研究发现可为各生命周期阶段煤炭资源型城市绿色发展效率的提高提供政策启示。

Abstract
Based on the concept of green development,the DEA-SBM model is used to measure the green development efficiency of 30 coal resource-based cities in China. Based on the TOE framework,the improvement path of green development efficiency is explored from the perspective of multi period QCA configuration. The results show that: The single factor does not constitute the necessary condition of green development efficiency promotion,there are 3 ways to improve the green development efficiency in time 1 and time 2 respectively,the government regulation in the technological dimension and the organizational dimension is more and more important to the efficiency of green development,and the environmental dimension,especially the industrial transformation,always plays a key role. In period 2,only through a single dimension is not enough to improve the efficiency of green development,industrial transformation played a universal role. These findings provide policy implications for the improvement of green development efficiency of coal resource-based cities in various life cycle stages.
