摘要
环境规制是国家深入推进“双碳”战略中力度最大的调控方法,而作为“双碳”战略实施的主要空间载体,城市是环境规制政策推进的基础层面。本研究构建环境规制对城市绿色创新绩效影响的概念模型,进一步构建环境规制对城市绿色创新绩效影响的系统动力学模型,选取杭州、天津、重庆等低碳试点城市进行实证检验,揭示环境规制政策对城市绿色创新绩效的微观影响机理。研究结果表明,环境规制工具力度对促进低碳试点城市创新绩效提升均有正向政策效应,而政策效应大小在不同类型环境规制间存在差异,环境规制工具的政策组合正效应优于任何单一政策的效应。因此,地方政府应通过平衡和优化环境规制政策工具的组合,促进城市绿色创新绩效的提升,以助力“双碳”目标的实现。

Abstract
Environmental regulation is the most powerful regulatory method in the country's deep promotion of the "dual carbon" strategy, and as the main spatial carrier for the implementation of the "dual carbon" strategy, cities are the fundamental level for promoting environmental regulation policies. This study constructs a conceptual model of the impact of environmental regulations on urban green innovation performance, and further constructs a system dynamics model of the impact of environmental regulations on urban green innovation performance. Low carbon pilot cities such as Hangzhou, Tianjin, and Chongqing are selected for empirical testing to reveal the micro impact mechanism of environmental regulation policies on urban green innovation performance. The research results indicate that the strength of environmental regulatory tools has a positive policy effect on promoting innovation performance improvement in low-carbon pilot cities, and the size of policy effects varies among different types of environmental regulations. The positive effect of the policy combination of environmental regulatory tools is better than that of any single policy. Therefore, local governments should promote the improvement of green innovation performance in cities by balancing and optimizing the combination of environmental regulatory policy tools, in order to help achieve the "dual carbon" goals.
