碳交易政策能否应对碳排放不平等问题对于维护社会公正和实现可持续发展至关重要。基于2007—2017年中国269个地级市面板数据,采用双重差分法以及结合倾向得分匹配的双重差分法,评估了中国碳排放权交易试点政策对碳排放不平等的影响,结果表明:碳交易政策显著缓解了试点城市的城市间碳排放不平等现象,而对于试点城市内部的区县间碳排放不平等现象没有产生显著影响;在行政级别和市场化水平更高的城市,碳交易政策的缓解效应更为强劲;碳交易政策通过降低碳排放强度来抑制碳排放不平等现象的进一步加剧。

The ability of carbon emissions trading to address carbon inequality is crucial for maintaining social justice and realizing sustainable development. Based on the panel data of 269 prefecture-level cities in China from 2007 to 2017, this paper evaluates the impact of China's carbon emissions trading policy on carbon inequality by using the "difference in differences" method and the "difference in differences" method combined with propensity score matching. The results show that carbon emissions trading significantly mitigates inter-city carbon inequality in pilot cities but has no significant effect on inter-district and county carbon inequality within pilot cities; the mitigation effect of carbon emissions trading is stronger in cities with higher administrative levels and marketization levels; and carbon emissions trading inhibit the further exacerbation of carbon inequality by lowering carbon emission intensity.Based on the panel data of 269 prefecture-level cities in China from 2007 to 2017, this paper evaluates the impact of China′s carbon emissions trading policy on carbon inequality using difference in differences as well as difference in differences combined with propensity score matching, and the results show that: Carbon emissions trading significantly mitigates inter-city carbon inequality, while it has no significant effect on inter-district and county carbon inequality; The mitigating effect of carbon emissions trading is stronger in the cities with higher administrative and marketization levels; Carbon emissions trading inhibits the further exacerbation of carbon inequality by lowering carbon intensity.
