建设新型能源体系是党的二十大提出的战略部署。阐述了新型能源体系建设在落实能源安全战略、实现“双碳”战略目标、推动能源转型发展方面的重要意义,分析了新形势下能源发展在绿色转型、安全保障、创新发展、治理能力等方面的要求,从煤炭产能释放、煤电煤化工发展、油气勘探开发、能源产供储销体系建设、海外能源供应、新能源和水电核电发展、氢能储能发展、智慧能源系统构建、能源治理体系建设等10个方面提出能源保障与转型发展的路径。

Building a new energy system is a strategic deployment proposed at the 20th National Congress of the Communist Party of China. This paper expounds the significance of building a new energy system in implementing energy security strategy, realizing dual carbon strategic goal and promoting energy transformation and development, and analyzes the requirements of energy development in green transformation, security guarantee, innovative development and governance ability under the new situation. This paper puts forward the path of ensuring energy security development and energy transformation development from 10 aspects, such as scientifically releasing coal production capacity, the development of electricity and coal chemical industry, the development of oil and gas resources, the construction of energy production-supply-storage-marketing system, overseas supply guarantee capacity, the development of new energy, hydropower and nuclear power, the development of hydrogen energy storageindustry,the construction of intelligent energy system, and the modernization of energy governance system and capacity.
