煤炭清洁高效利用是构建新型能源体系的本质要求,新型能源体系也为煤炭清洁高效利用提供了动力和方向,中国需要建设基于我国能源资源禀赋的具有中国特色的新型能源体系,满足能源转型的清洁低碳和安全高效等需求。阐述了新型能源体系的内涵以及煤炭清洁高效利用在新型能源体系中的作用,总结了煤炭清洁高效利用在国家能源安全供应保障、煤炭提质加工、燃煤清洁高效发电、煤化工高端多元低碳发展、煤炭开发利用生态环境改善等方面的发展成效,分析了煤炭清洁高效利用在支持构建新型能源体系过程中仍面临煤炭稳定保供压力大、绿色低碳转型发展压力大、科技创新支撑新质生产力发展不足等挑战和问题。同时,基于煤炭清洁高效利用对于如期实现碳达峰碳中和目标、确保国家能源安全等具有重要的战略意义,分析了煤炭清洁高效利用在保障低碳转型中的国家能源安全保障、智能化建设赋能数字化智能化转型、国家全面推进煤炭清洁高效利用、促进能源绿色低碳发展等方面将迎来新的发展机遇。结合我国能源体系面临安全稳定供应与清洁低碳转型的双重挑战,“十五五”时期,保障能源供给安全稳定依然是新型能源体系建设的首要任务,提出了强化煤炭供应保障的能力和质量,构建煤炭-煤电-煤化工-煤基新材料等多元融合发展的产业体系,科技创新推动煤炭清洁低碳转型及与新能源耦合发展等路径,助力新型能源体系建设。

The clean and efficient utilization of coal is an essential requirement for building a new energy system, which also provides impetus and direction for the clean and efficient utilization of coal. A new energy system with Chinese characteristics based on its energy resource endowment need to be built to meet the needs of clean, low-carbon, safe and efficient energy transformation.The article elaborated on the connotation of the new energy system and the role of clean and efficient utilization of coal in the new energy system. It summarized the development achievements of clean and efficient utilization of coal in national energy security supply guarantee, coal quality improvement and processing, clean and efficient coal-fired power generation, high-end diversified low-carbon development of coal chemical industry, and ecological environment improvement of coal development and utilization. It analyzed the challenges and problems that clean and efficient utilization of coal still faces in supporting the construction of the new energy system, such as the pressure of stable coal supply, the pressure of green and low-carbon transformation and development, and the insufficient support of scientific and technological innovation for the development of new quality productivity.Based on the important strategic significance of clean and efficient utilization of coal for achieving carbon peak and carbon neutrality goals on schedule, ensuring national energy security, etc., this paper analyzed that clean and efficient utilization of coal will usher in new development opportunities in ensuring national energy security in low-carbon transformation, empowering digital transformation with intelligent construction, comprehensively promoting clean and efficient utilization of coal by the country, and promoting green and low-carbon energy development.Considering the dual challenges faced by China′s energy system in terms of safe and stable supply and clean and low-carbon transformation, ensuring the safety and stability of energy supply remains the primary task for the construction of a new energy system during the "15th Five Year Plan" period. The article proposes to strengthen the ability and quality of coal supply guarantee, build a diversified integrated industrial system of coal coal electricity coal chemical industry coal based new materials, and promote technological innovation to promote the clean and low-carbon transformation of coal and the coupling development with new energy, in order to assist in the construction of a new energy system.
