中美两国煤矿井下紧急避险相关规定对比分析

    我国煤矿紧急避险系统的建设管理系统地借鉴了美国煤矿的成功经验和做法,对中美两国煤矿紧急避险系统相关法规标准在紧急避险设施技术要求、布局、失效时的措施、安全认证等方面进行了系统的比对研究,解读了我国相关规定出台的背景和依据,分析了美国相关标准的借鉴作用,提出了进一步加强煤矿紧急避险系统立法建设,开展紧急避险关键技术攻关等方面的建议,以加快我国煤矿紧急避险系统建设,进一步提升煤矿安全保障水平。
  • Abstract
    The construction and management of the mine emergent refuge system in China had systematic references on the successful experiences and practices of USA coal mines and the systematic comparison study was conducted on the China and USA related laws and regulations of the mine emergency refuge systems in th e emergent refuge facility technical requirements, arrangement, failure measures, safety certification and other aspects.The paper explained the background and basis of the Chinese regulations issued and analyzed the reference roles of USA related standards.The paper proposed further enhance the legal establishments of the mine emergent refuge system and provided the proposals on the research and development programs of the key technologies for the emergent refuge in order to speed up th e establishment of the emergent refuge system in China coal mine and to further improve the mine safety protection level.
