  • 摘要

    科技项目绩效评价是现代科研管理决策的重要依据。国有企业承担重大科技项目有其特殊性,既要达成项目自身要求,又要培育企业创新能力、实现企业发展,构建与之相适应的科研项目绩效评价指标体系,对于检验企业科研效益和效率、促进科研质量提升等具有重要意义。从“ 数量”和“质量”2 个维度,构建了企业科技项目绩效评价待选指标集,并对待选指标进行了专家评议和率属度分析,形成了基础与应用基础、技术与产品开发和产业化与示范工程3 类科技项目的分类绩效评价指标体系,采用融合层次分析法(AHP) 和熵权法(EW) 得出评价指标的重要度系数;最后,利用典型煤炭科技型企业的40 项重大科技项目数据进行了科研绩效评价实证分析,评价结果与实际较好吻合,为煤炭企业重大科技项目绩效评价提供了技术支撑。

  • Abstract

    Performance evaluation of scientific research projects is an important basis for modern scientific researchmanagement decision-making. State owned enterprises undertake major scientific and technological projects with theirunique characteristics. They not only need to meet the requirements of the project itself, but also cultivate the innovationability of the enterprise and achieve its development. Constructing a corresponding performance evaluation indexsystem for scientific research projects is of great significance for testing the effectiveness and efficiency of enterprisescientific research, and promoting the improvement of scientific research quality.From the two dimensions of "quantity"and "quality", the paper constructs a set of indicators to be selected for performance evaluation of enterprise scienceand technology projects. Expert evaluation and membership analysis were conducted on the selected indicators,forming a classified performance evaluation indicator system for three types of foundation and application foundation,technology and product development, and industrialization and demonstration projects. By integrating the analytic hierarchyprocess (AHP) and entropy weight method (EW), the importance coefficient of the evaluation indicators is obtained.An empirical analysis of the performance evaluation of science and technology projects is conducted using datafrom 40 major scientific and technological projects of typical coal technology enterprises, and the evaluation results are in good agreement with the actual situation. Provide technical support for performance evaluation of major scientificand technological projects in coal enterprises.
