能源输送通道对建设全国统一能源市场具有基础作用,在分析全国统一能源市场对能源输送通道建设要求基础上,提出了新发展阶段推进能源输送通道建设的思路和任务。研究表明,为有效支撑全国统一能源市场建设,必须按照输送通道与供需分布协调匹配原则,优化“西煤东运、北煤南运”通道,完善全面覆盖油气管网,推进跨区跨省输电通道建设,加强与“一带一路”国家和地区间能源互联互通,加快形成横跨东西、纵贯南北、覆盖全国、连通海外的能源基础设施网络。

Energy transmission channel plays a fundamental role in the construction of the national unified energy market. Based on the analysis of the requirements of the national unified energy market for the construction of energy transmission channel, the ideas and tasks of promoting the construction of energy transmission channel in the new development stage are put forward. The research shows that in order to effectively support the construction of a unified national energy market, it is necessary to optimize the “West to East coal transport, North to South coal transport” channel, improve the comprehensive coverage of oil and gas pipeline network, promote the construction of transregional and trans-provincial power transmission channels, and strengthen the energy interconnection with the “Belt and Road” countries and regions in accordance with the principle of coordination and matching of transportation channels and supply and demand distribution. We will speed up the formation of an east-west, North-South, nationwide, and overseas energy infrastructure network.
