    工程创新战略在建设创新型国家的背景下非常重要。文章首先通过案例讨论了工程哲学引发了对工程创新关注;之后从“双碳”目标、科技基础设施建设、集成电路产业、光刻机技术等方面讨论了工程创新的源起和国家战略的落地。工程创新是实现高质量发展的必由之路,需要解决国家在科技进步和经济增长进程中所遇到的难点和阻碍。只有通过工程创新才能解决碳中和、推动经济高质量发展等国家战略问题。
  • Abstract
    The text first discusses the emergence of engineering philosophy and its implications for engineering innovation. It arguesthat engineering innovation strategy is crucial for achieving high-quality development in China. The text then discusses several keyareas where engineering innovation is needed in China. These include: selecting and prioritizing large-scale science and technologyinfrastructure projects from strategic research reports; achieving carbon neutrality goals and ensuring high-quality economicdevelopment; closing the technology gap in integrated circuits and achieving self-reliance in key equipment like lithographymachines; and gradually replacing key components of domestic large passenger airplanes with domestically produced alternatives.The text argues that successful engineering innovation in these areas requires applying engineering thinking. Some key features ofengineering thinking are: focusing on cutting-edge technologies and cross-disciplinary research to identify opportunities forinnovation; conducting a comprehensive SWOT analysis of engineering innovation options; adopting a platform-neutral approach tobring together diverse innovation resources; continuously tracking and evaluating engineering innovation progress to makeadjustments; and reforming management systems and organizations innovatively to support engineering innovation.In conclusion, engineering innovation strategy is crucial for achieving high-quality development in China. It requires concertedefforts across government and academia to overcome challenges through innovative engineering solutions. The text provides insightsinto the importance of engineering innovation strategy and highlights key areas where engineering innovation is needed in China.
