黄河流域作为国家重大战略区域,是我国粮食、能源基地和生态安全屏障,意义重大。在梳理新时期转型金融政策演进和分析黄河流域产业发展现状及转型需求的基础上,基于碳达峰、碳中和重大战略决策部署及中央对黄河流域能源基地与粮食主产区的战略定位,结合转型金融对碳密集型产业升级的作用机制探讨,提出转型金融助推黄河流域碳密集型产业升级的关键路径与政策保障。

The Yellow River Basin, as a major strategic region of China, is a food and energy base, as well as an ecological securitybarrier, which is of great significance. This study reviews the evolution of transitional financial policies in the new era and analyzes thecurrent development status and transition needs of industries in the Yellow River Basin. Based on the major strategic decision anddeployment of carbon peak and carbon neutrality, as well as the central government’ s strategic positioning of the energy base and maingrain producing areas in the Yellow River Basin, this study explores the mechanism of transition finance in upgrading carbon intensiveindustries, and proposes the key path and policy guarantees for transition finance to promote the upgrading of carbon intensive industries inthe Yellow River Basin.
