摘要
碳捕集利用与封存(CCUS)是实现煤电产业低碳转型升级的兜底技术。煤电CCUS新质生产力能够为能源行业高质量发展提供强有力支撑。从科技创新、生产要素配置创新和体制机制创新3个维度全面评估煤电CCUS新质生产力发展现状,从而提出综合发展路径与策略。研究发现,在科技创新方面,应加速开发碳捕集耦合发电系统的深度节能优化集成技术和新型吸收剂,加快长距离、高压、低温及超超临界二氧化碳运输技术的研发,推动CO2合成燃料、新型催化剂等技术发展,形成新质生产力的核心动力;在生产要素配置创新方面,利用数字化技术优化生产资料配置、探索多元化融资模式优化金融资本配置、构建复合型人才培养体系优化人力资本配置,进而塑造新型劳动资料、劳动对象和劳动者,实现生产要素高效率配置;在体制机制创新方面,构建出涵盖产业支持、财税金融、市场机制等多个政策方向的煤电CCUS综合性政策体系,形成与新质生产力相适应的新型生产关系。研究成果对于促进煤电CCUS技术高质量发展具有重要决策参考价值。

Abstract
Carbon Capture, Utilization and Storage (CCUS) is a pivotal technology for enabling the low-carbon transition and upgrading of the coal-fired power industry. The advent of new productive forces in coal power CCUS can strongly support the high-quality development of the energy sector. This paper comprehensively assesses the current development status of these new productive forces from three dimensions: technological innovation, innovation in the allocation of production factors, and institutional mechanism innovation, thereby proposing integrated development pathways and strategies. The study reveals that in terms of technological innovation, it is imperative to accelerate the development of deeply energy-saving optimized integration technologies and novel absorbents for carbon capture-coupled power generation systems. Additionally, expediting the research and development of long-distance, high-pressure, low-temperature, and ultra-supercritical carbon dioxide (CO2) transportation technologies is crucial. Promoting the advancement of technologies such as CO2-derived synthetic fuels and new catalysts will form the core driving force of new productive forces. In terms of innovation in production factor allocation, utilizing digital technologies to optimize the allocation of production materials, exploring diversified financing models to optimize financial capital allocation, and establishing a multidisciplinary talent cultivation system to optimize human capital allocation are essential. These measures aim to shape new means of labor, objects of labor, and laborers, thereby achieving efficient allocation of production factors. Regarding institutional mechanism innovation, it is necessary to construct a comprehensive policy system for coal power CCUS that encompasses various policy directions—including industrial support, fiscal and financial policies, and market mechanisms. This will facilitate the formation of new production relations that align with the new productive forces. The research outcomes offer significant decision-making reference value for promoting the high-quality development of coal power CCUS technology.
