    自习近平总书记创造性提出“新质生产力”重要概念,新质生产力开始成为高质量发展的重要标志,代表着创新驱动、高质量发展的生产力,对中国的经济和社会发展具有重要意义。新质生产力所具有的高科技、高效能、高质量特征对资源型城市可持续发展转型具有指导意义,因此聚焦资源型城市新质生产力的理论内涵和现实价值,结合当前资源型城市发展现状,探究资源型城市新质生产力水平。采用熵值法测度了2011—2021年我国97个资源型城市的新质生产力水平,结果表明,我国资源型城市新质生产力水平逐年上升。对于不同类型的资源型城市,虽总体均呈现上升趋势,但增速相差较大,资源型城市新质生产力水平的类别异质性显著。障碍度分析结果表明,劳动资料的障碍度最高,是制约资源型城市新质生产力发展水平的最关键因素。针对上述问题,认为提升新质生产力应该着重从劳动资料方向促进资源型城市数字化发展,加大对新质生产力发展的引导力度,持续推进科技投入、协同创新与人才培养。
  • Abstract
    Since General Secretary Xi Jinping creatively put forward the important concept of “new quality productivity”, new qualityproductivity has become an important symbol of high-quality development, representing innovation-driven, high-quality development ofproductive forces, which is of great significance to China’ s economic and social development. The characteristics of high technology, highefficiency and high quality of the new quality productivity have guiding significance for the sustainable development and transformation ofresource-based cities. Therefore, this paper focuses on the theoretical connotation and practical value of the new quality productivity ofresource- based cities, and explores the level of the new quality productivity of resource - based cities combined with the currentdevelopment status of resource-based cities. The entropy method is used to measure the new quality productivity of 97 resource-basedcities in China from 2011 to 2021, and the results show that the level of new quality productivity of resource-based cities in China increasesyear by year. For different types of resource-based cities, although the overall trend is rising, but the growth rate is quite different, and thecategory heterogeneity of the level of new quality productivity of resource-based cities is significant. The result of obstacle degree analysisshows that the obstacle degree of labor means is the highest, which is the most critical factor restricting the development level of new qualityproductivity in resource-based cities. In view of the above problems, this paper believes that the promotion of new quality productivity shouldfocus on promoting the digital development of resource-based cities from the direction of labor materials, increase the guidance of the developmentof new quality productivity, and continue to promote science and technology investment, collaborative innovation and talent training.
