摘要
在我国能源生产和消费结构中,煤炭占据较大比重,且在今后较长时期内煤炭仍将是主要能源。作为依托煤炭及其相关产业发展起来的煤炭资源型城市,研究其高质量发展水平对加快我国煤炭资源型城市的可持续发展起关键作用。基于“创新、协调、绿色、开放、共享”新发展理念构建煤炭资源型城市高质量发展评价指标体系,采用熵权法和CRITIC法为各指标进行组合赋权,利用组合权重构建TOPSIS模型,测度2012—2021年29个煤炭资源型城市的高质量发展水平,采用障碍因子模型,判定影响其高质量发展的障碍因子。结果表明:2012—2021年各煤炭资源型城市高质量发展水平整体呈现稳中向好的态势;各煤炭资源型城市整体高质量发展水平呈现“东部>中部>西部”空间分布;创新、开放、共享该3个维度是限制不同年份不同城市高质量发展的主要因素。

Abstract
In the structure of Chinese energy production and consumption, coal occupies a large proportion, and it will remain the main energy source for a long period of time in the future. As a coal resource -based city developed by coal and its related industries, studying its high -quality development level is of great significance to promote the sustainable development of coal resource cities in the country. Based on the new development concept of “innovation, coordination, green, openness, sharing”, build a high-quality development evaluation index system for coal resource-based cities, the entropy weight method and CRITIC are used to assign combined weights to each indicator, and the TOPSIS model is constructed using the combined weights to measure the level of high-quality development of 29 coal resource cities from 2012 to 2021. The obstacle factor model was used to determine the obstacle factors affecting its high -quality development. The results showed that: The high-quality development level of various coal resource-based cities in 2012 to 2021 showed a stable and good trend as a whole; the overall high-quality development level of coal resource cities present the “East> Middle> West” space distribution; Three dimensions of innovation, openness, and sharing are the main factors restricting high -quality development in different cities in different years.
