Aiming at the safety condition of trusteeship coal mines in Ningxia region, a detailed exploration and discussion is conducted on the unique advantages of state-owned trusteeship, as well as the key problems such as management and control pressure, standardization level, policy uncertainty, contract differences, non coal concepts and external factors influence, personnel loss, environmental protection and fire fighting issues, weak scientific and technological innovation, financial risks and so on faced by trusteeship coal mines.
