绿色矿山建设是实现矿产资源开发与环境保护协调高质量发展的重要途径,对推动矿业可持续发展服务生态文明建设具有重要意义。介绍了绿色矿山建设的初始阶段、试点阶段、全面建设阶段及高质量发展阶段的主要特征、存在的问题及各阶段有关绿色矿山的内涵特点与演进,在此基础上提出了绿色矿山的新定义并阐释了其有关内涵及理论实践意义。绿色矿山是一种以持续、协调、效率为目标的经济增长和社会发展方式,它把矿产资源和影响环境的要素都作为重要资源来开发和利用,实现在资源开发过程中最大限度地保护环境。新定义同时体现了经济增长和社会发展方式的内容;强调了把矿产资源和影响环境的能源消耗、碳排放、废水、固废、废弃土地都作为重要的资源开发利用,在更高层次上开发利用所有资源;明确了绿色矿山的根本是在资源开发过程中最大限度保护环境。提出了新时代绿色矿山建设的新思路,要基于新内涵做好绿色矿山规划、设计工作,基于新内涵建立绿色管理体系及资源环境平衡体系。

Green mine construction is an important way to achieve coordinated and high⁃quality development of mineral resource development and environmental protection,and is of great significance to promoting the sustainable develop⁃ment of the mining industry and serving the construction of ecological civilization.This study introduced the main char⁃acteristics and existing problems of the initial stage,pilot stage,comprehensive construction stage and high⁃quality de⁃velopment stage of green mine construction,as well as the characteristics and evolution of green mines connotation at each stage.On this basis,a new definition of green mine was proposed and its relevant connotation,theoretical and practical significance were explained.Green mine is a way of economic growth and social development that aims at sustainability,coordination,and efficiency.It develops and utilizes mineral resources and factors that affect the envi⁃ronment as important resources,and maximizes the protection of the environment during the resource development process.The new definition simultaneously reflects the content of economic growth and social development approach;it emphasizes the development and utilization of mineral resources and energy consumption,carbon emissions,wastewater,solid waste,and abandoned land that affect the environment as important resources,and develops and utili⁃zes all resources at a higher level;it clarifies that the fundamental of green mine is to protect the environment to the greatest extent during resource development.This study puts forward new ideas for green mine construction in the new era,which is to do a good job in green mine planning and design based on new connotations,and to estab⁃lish a green management system,and a resource and environment balance system based on new connotations.
