摘要
建立资源与环境平衡体系是矿产资源开发过程中贯彻生态环境保护策略,实现资源开发与环境保护协调发展的关键路径,也是推动我国矿企高质量绿色发展的必经之路。基于“双碳”目标和能耗双控逐步转向碳排放双控的策略,优化能源消费结构,探寻能源节约利用平衡是实现矿山全面绿色转型的关键环节,对其进行深入研究具有极其重要的学术价值和实践意义。首先,通过剖析能源系统各个组成部分,包括不可再生能源、可再生能源、发挥作用能源、未发挥作用能源,绘制了矿山能源平衡业务流向图,阐述了这些组成部分在矿山运营过程中的影响,同时提出了能源节约利用平衡的定义。其次,依据该定义,提出了能源平衡输入输出模型,并对中间环节进行了深入分析,探讨了在管理、工艺流程、设施配置、设备选型以及土地利用等多个维度实施节能措施的可能性,构建了能源平衡的计算模型。最终制定了企业能源平衡核算表,并从优化能源结构、提高能源利用效率、节能措施与土地利用等方面,总结出能源平衡优化的技术路径,为矿山经济效益、生态效益和社会效益的均衡发展提供了理论支持。提出的实现能源平衡的策略与思路,为资源开发与环境平衡体系的完善提供了重要理论依据,对推动我国矿山企业的转型升级和绿色矿山的全面建设具有深远的影响。

Abstract
Establishing a resource and environmental balance system is a key pathway to implementing ecological and en-vironmental protection strategies during the development of mineral resources, achieving coordinated developmentbetween resource extraction and environmental protection, and is also essential for promoting the high-quality green devel-opment of Chinese mining enterprises. Based on the “dual carbon” goal and the gradual shift of energy consumption con-trol towards carbon emission control, optimizing the energy consumption structure and exploring the balance of energyconservation and utilization are crucial for the comprehensive green transformation of mines. Conducting in-depth re-search in this area holds significant academic value and practical significance. Firstly, this paper analyzes the various com-ponents of the energy system, including non-renewable energy, renewable energy, utilized energy, and unused energy, todraw an energy balance flow diagram for mining operations. It explains the impact of these components during the miningprocess and defines the concept of energy conservation and utilization balance. Secondly, based on this definition, the pa-per presents an energy balance input-output model and conducts an in-depth analysis of intermediate processes, exploringthe feasibility of implementing energy-saving measures across multiple dimensions such as management, process flow, fa-cility configuration, equipment selection, and land use. It constructs a calculation model for energy balance. Finally, thepaper formulates an enterprise energy balance accounting table and summarizes the technical pathways for optimizing en-ergy balance from the perspectives of optimizing energy structure, improving energy utilization efficiency, energy-savingmeasures, and land use, providing theoretical support for the balanced development of economic, ecological, and social be-nefits in mining operations. The strategies and ideas proposed for achieving energy balance provide an important theoretic-al basis for improving the resource development and environmental balance system and have a profound impact on pro-moting the transformation and upgrading of mining enterprises in China and the comprehensive construction of greenmines.
