The situation and countermeasures of safety management in coal mining enterprises under the background of batch labor force becoming regular workers

煤矿企业在大批量劳务工转正后,由于员工安全技能未随着身份的转变及时跟进,存在人员知识技能不足、长期不良习惯、冒险蛮干心理、懈怠侥幸心理、人岗不匹配、角色定位模糊,加之作业环境限制和管理指挥失误等不安全因素,一定时期内安全形势趋于严峻。为把握新情况下事故发生规律,总结和交流安全管理经验,文章以神东煤炭集团为例,通过数据调查和现状分析,总结提出“三监四保”安全管理理论模型。推行“员工自我监督、区队监督、上级监督”三级监督体系,落实“保知识技能合格、保设备防护可靠、保作业环境安全、保制度措施合理”四项安全管控措施,以期系统、全面地提升煤矿安全管理水平。
After a large number of labor workers became regular workers in coal mining enterprises, because the safety skills of employees did not follow up with the change of identity in a timely manner, there were problems such as insufficient knowledge and skills of personnel, long-term bad habits, risk-taking, lazy and fluky psychology, mismatch between personnel and posts, fuzzy role positioning, and other unsafe factors such as operating environment restrictions and management and command errors, the safety situation became severe in a certain period of time. In order to grasp the regularity of accidents in the new situation, summarize and exchange safety management experience, we took Shendong Coal Group as an example, and summarized and proposed a “three supervision and four guarantees” safety management theoretical model through data investigation and current situation analysis. Implemented a three-level supervision system of “employee self supervision, district team supervision, and superior supervision”, and carried out four safety control measures of “ ensuring qualified knowledge and skills, reliable equipment protection, safe working environment, and reasonable institutional measures ”, so as to systematically and comprehensively improve the level of coal mine safety management.
